One of the upper mounting clips are broken on each side. Is this safe?

I say no. Nate, those HLs have broken upper tabs. No good. You can't secured them properly. Keep looking, I am sure you will find a good set. Try car-part.com

if all the tabs/mounting points are not intact the headlamp will not be secure and will bounce when you hit a bump. Wait for a set with all intact....

You could prolly fab sumtin up but i would not chance it.
