Well it's a bit pricey but it's hands down the most effective cleaner that I have ever used (SONAX Wheel Cleaner Full Effect (http://www.detailedimage.com/SONAX-M49/Wheel-Cleaner-Full-Effect-P525/500-ml-S1/)). It's very strong yet completely safe to use on virtually all wheels, as it's pH neutral.

Check out this articles here to see it in action - http://www.detailedimage.com/Ask-a-Pro/product-review-sonax-wheel-cleaner-full-effect/

I use whatever car wash soap I am using at the moment. Why would you need a separate cleaner for the wheels? I treat my wheels just like the painted surfaces.

If they are filthy, carwash soap won't cut it. The best wheel cleaner is frequent cleaning and regular maintenance (with regular car wash soap). But, if you need to get the caked on crap off of them, I've had good luck with Meguiars wheel cleaners. They make one for chrome wheels. Hot shine I think it is? Then wax with the same wax you use on the paint and don't let them get nasty. Mine get wiped down at least weekly and I never need to use anything more than car wash soap. I get in there and do the inner wheel drum area too. On SRT reps, you have plenty of room to get in there with a mitt.
