Question U1411-Implausible Fuel Volume Signal Received?

Have been throwing a u1411 trouble code (Implausible Fuel Volume Signal Received) off and on for a week. This began after my dash cluster began to flicker off and on randomly. No interior/exterior lights or anything else seem to be affected by the dash cluster flickering.

The "flicker" will involve all gauges/lights in the dash shutting off for about a second, then everything back on for a second, then repeat 2-3 times until staying on.

Battery resting is 12.9 volts, charging over 14v.

Has anyone dealt with this, or have any suggestions? Could this be as simple as some loose wiring or am I dealing with a pcm issue? Again, the dash cluster is the only visible symptom.
